yes level 2 can help in avoiding stocks that are diluting; there are certain MM's that are commonly used to dilute(sell) shares on the ask, VERT and VFIN are a couple. the way you can tell they are diluting is that they only show 5k shares for sale, but there are many shares being bought at the ask and they are still there selling.
